Which One Should I Pick? Cheap Laptop

Hi there, I'm looking for a cheap laptop, preferably under $400. Mostly will be using it for web browsing, and YouTube, and don't need touch features. Preferably 14" but 11.6 " is OK too. Can anyone recccommend me some?

I've been looking at these two but don't know which one is better.

    I would buy an ex lease/used thinkpad t420 or t430.

    Will easily fit within your budget and be much, much better than anything you will find new.

    Acer, just because I prefer Intel over AMD, though from a quick google, the amd cpu in the HP laptop is slightly better.

    you could get a basic HP 250 G4 for around $350+ (4GB RAM). This exact model is sold in MSY for 353 pick up. otherwise get it delivered via HP.

    or spend $120 and put a SSD in
