VPN doesn't make a difference, but your default delivery address does. I can't order it with my default address set to AU, but it works if I change it to my US address.
Nah, but I might have had the VPN connected when I created my account for some other deal.

Absolutely amazing game. Anyone that liked SimCity or just likes the idea of building a city should pick this up.

I doubt it, the developer doesn't seem to give a great percent off on steam sales.
I personally haven't had any problems with buying Steam games through Amazon, I bought some back in 2013 and they are still on my account.
Didn't they release the After Dark as a standalone?
Thanks - purchased. I'm not sure about the US Amazon account, but I'm quite sure mine is Australian, and has an AUS billing address. Worked like a charm.
