What they actually mean by red ticketed is that already reduced price. It could be a red ticket on it with a reduced price, or sometimes they write the reduced price with a red pen. So basically, its 50% additional discount on all items on sale.

also there was no red ticketed books lol
the discounted books had yellow tickets
she tried to call but no answer, gave up since the books were average
