I used ace car rentals in cairns, they seemed to be the cheapest, just get the rental excess insurance through a third party

  Same. Cheaper than others, good service etc.
  
  Be aware that they are not located at the airport, but they pick you up in a shuttle and take you to the office (5 min trip)

  same again, we got a zero excess mid sized car with 25Ks on it for $40 a day. the other rental agency could not come close.
