Nice find, but only 22" according to the item picture?

They are the same size. They are both 22", but the brackets add an inch each side.
If you're heading off-road, or just likely to brush up against shubbery, you don't really want the toughened glass lens. A blow from a branch, or well-placed stone, can shatter/crack the glass. (You can find examples via Google)
You also want to avoid PMMA lenses - that's Acrylic. It'll scuff up real easy.
PC, or polycarbonate, is the lens to go for. mr kindface's link says its lens is PC, but I'd be surprised if it really was given the price.

Just ordered 2 of these in 2 separate transactions. Code was applied at checkout however my PayPal receipt says its charged me 70 each time ??? Anyone else get this?
Nope. Paypal charged me $56.
All good, Paypal mobile showed the transaction as 70 dollars, Logged in on the pc and it shows 56, after ebays $14. So all good :)
