My Citibank has been in a permanent state of 0% Balance Transfer since I got, everytime its up I re-apply. Onto my third now, they even extended it from 6month to 12months for the latest.

  How do I reapply? Do you call and ask them to extend? Last time I called to see if they can extend the period (i.e. 0% offer), they politely refused.
