Do you know how much you earned?
Do you believe you are due a refund or will need to pay?
It is quite reasonable to submit a return based on estimates, just make them reasonable and be able to show how you arrived at them should you be audited. For example, if you were a 3rd year apprentice hairdresser who typically worked one or two hours of overtime and took 4 weeks annual leave, it is pretty straight forward to provide an income estimate.
If you are likely due a refund because you had a normal PAYG job (remembering you can claim $100 worth of deductions with no receipts, raised to $300 these days), then I think it worthwhile to submit an estimated return and see what happens.
If you think you will likely have to pay tax (and penalties!) I suggest going to see an accountant/tax specialist. In my experience, if you are owed a refund, you will be fine. And if you owe back taxes an accountant can usually calculate the minimum owed.
While this sort of thing and audits can be stressful, the ATO usually just takes a penalty fine and moves on.

  • I think MSKeggs is right - an estimated return is the way to go.

Call & explain the situation to the ATO (yes it means a wait on hold). Ask if they can send you copies of your tax returns for the years either side if that helps.

  • Is this by e-mail?

I was asked by ATO to submit 5 year old tax return for 2003 in 2008. I rang them and told that I did not work during 2012-13. They asked to fill an statuary declaration form from ATO website. I did that and it was ok. Try ringing them and see if they have still any such form.

  • I'm assuming this isn't a new issue, surely they don't wait 14 years to send a reminder? Just have a best guess and make sure your math doesn't require you to pay them otherwise they will fine you. Provided it looks reasonable I cant imagine they would audit your further, if they had your numbers already they would have been up your ar$e years ago.

  • Thought ATO advises to keep tax returns for the last five years only

That's only if you submitted a tax return. If the return is not done, they can go back as far as they want.

I do know who you are. I do know what you earn. If you are looking for tax evasion, I can tell you I won't let it happen. And what I also have are a very particular set of skills, skills I have acquired over a very long career. Skills that make me a nightmare for people like you. If you pay the tax, that'll be the end of it. I will not look for you, I will not pursue you. But if you don't, I will look for you, I will find you, and I will audit you.
