IMO this graphics card doesn't really represent good value. Unless someone can tell me what a 960 can do to justify the $300 price tag, when a 660ti has similar performance and was ~$280 3 years ago
~$300 is the same price as the older card was, but can give around 10-20% better frame rate at 1920x1080 vs the 660Ti. Seems reasonable to me. US$200 is thus a good deal (they price for the global market, whether or not Australia decides our money is not worth as much as it was 3 years ago), but if you already have a 660Ti, it would be reasonable to wait for the next generation.

Palit says it's a 14% improvement over the GTX 660 Ti.

Blowing $300 on a new GPU that provides 14% improvement hardly constitutes a good value return. But that's me and I'll bet some people who are thinking of buying this probably have a 660 or worse
Even in the review you linked, they are calling the improvement from the 760 to 960 'disappointing'.
Not sure why I got negged, pretty sure some reviewers are feeling the same way about the performance compared to the 760
I think this graphics card is good value, even better than the 660 Ti or the 760, which were both good value cards. But you are right, it's not a good value if you already have a decent card that's three years old or less. You can always overclock your older card or add a cheap second hand one for SLI. I see no reason to spend $300 when you can get a second 660Ti on eBay for $140.

Price and performance is pretty similar to the 280 and 285, I'd only call the $300+ models bad for value, the <$300 models are fine.
