Plenty of free weekend parking at East Perth.
For example we just parked on Royal St and its free on weekends and at night.
We have a nice walk to the city where we got squashed watching the giants walk by.Followed them to Wellington square and then walked back 100m to where the car was parked.
So packed, better to park farther away or public transport if that's cheaper for you.
