You are asking for a phone that is not cheap, with budget that is lower than what most of the flagship phones cost.
Windows Phone at that budget works ok, I suppose, but Windows Phone are… I don't recommend it unless you don't need that much apps. With that kind of budget, I would look at phones like Nexus 4, if you go for android phones. Though there probably are better valued phones out there, especially Chinese ones.

You get what you pay for. You're not going to get a phone from China for significantly less than any other phone without having to make compromises.
Also, don't get too hung up on "China phones", most phones are made in China these days. Even the iPhone is a "Chinese" phone.
Though be fair, Chinese companies usually gets away with copyright infringement and never pays anything for it, which reduces prices significantly. Look at the lawsuits that Samsung and Apple had, and how Apple never sued Xiaomi or any Chiense manufacturers.
Though that being said, I've heard that the optimisation on Chinese phones are fairly unreliable, some good some bad, some horrendous. As you said, you get what you pay for.

Apple suing Samsung is just a sideshow and a distraction. That's all stopped now because everyone caught onto how ridiculous that was.
True that, there were some elements of distraction and sideshow, but don't forget, Apple did get money from Samsung. It was a pyrrhic victory, but still a victory nonetheless. Chinese companies are not getting sued by Apple, whereas Samsung was. That was my point.
EDIT: I completely agree with you on what you pay is what you get, but I just wanted to point out that there are patent side of things which Chinese phones are avoiding to pay, which gives them slight advantages in cost.
