Isn't Uber illegal?

I don't quite get their fare calculations. Has anyone used Uber in Perth and been happy?
Just an example: Nedlands to Northbridge, according to Google Maps is 7.7km. At $2.04 per km and $10 flag-fall that works out just below $26. Using the $0.68/minute rate and 19 minutes that would be less, so the km rate should be used, not the time based rate. Yet the website quotes $34-$42 for that ride, using the exact same route. Weird!
Uber uses both distance and time charging, not one or the other.
Only UberBlack (the fancy black cars that are fully licensed as taxis) is available in Perth at the moment.
For comparison, same fare here in Melbourne:
UberX: $2.50 flagfall + $1.30 /km + $0.40 /min = $20.11
UberBlack: $8 flagfall + $2.00 /km + $0.50 / min = $32.90
Thanks for that explanation, certainly works out about right.
If they use both distance and time (unlike taxis who use whichever works out higher), then I wonder why they show it in that weird way:

$10 + $0.68/min + $2.04/km
