  I can't add this particular DLC even with the game installed.
  I don't even have the add button.
  Any ideas?

    Go to this link:
    http://steamdb.info/app/315917/

    Then click on the Install option near the top right of the page.
    A website prompt will come up asking you to launch steam, choose Launch Application.

    It will look like nothing happened but in your Steam Library right click the game and select Properties.
    Open the DLC tab and confirm "Tom Clancy's Ghost Recon Phantoms - NA: Looks and Power" is on the list

    If you have both the Assault and Recon pack the "Tom Clancy's Ghost Recon Phantoms - NA: Looks and Power" should be listed twice
