I don't see anything wrong with this. Perhaps we are all too used to generous layoff packages here in Australia that we forget in many places around the world, when you get fired, you just get fired.
At least a phone is better than nothing, right?
Who says they won't get a $$$ redundancy. It sounds just like a bonus for those to apply for the voluntary resignation package.
