  Is there a way to buy them while they're free but not have them sent to a device? (ie. Sent to cloud like can now be selected when purchasing apps so you don't have to download straight away)

    I think I've found the answer - doesn't seem possible from a mobile device :

    You can get them delivered to your cloud now and then deliver to any linked device later on. No need to select that device now.
    You can go to Your Account > Manage Your Content and Devices and filter it for books, then on the right side of each listing is an actions button which allows you to deliver it to one of your devices.
