I'm looking for an outright smartphone (unlocked) under $250 with a front facing camera. I'm considering the Nokia Lumia 620. Are there any other models which are worth considering?

I suggest you push the budget for a Samsung Galaxy S3

The Moto G looks quite good. Can't afford the Samsung Galaxy S3 though.
What about the Kogan Agora HD+? Does anyone here own one? Is it any good?
I ordered a Huawei Honor 3c from AliExpress (had no problems, though I did my research, it's just like ebay, can't buy from just any store) for $219 delivered using DHL Express.
It's only useful for someone who is on Optus as it only has 900/2100Mhz frequencies for 3G, but has all the needed 2G frequencies. Since the OP didn't say what carrier they're in, I can't know.
This thing is awesome. Quad-Core (Mediatek), 2GB ram, 8GB ROM, micro-sd slot, 2300mha battery which lasts a day and a half - 2 days depending on usage, and I'm not a light user.
If you have a look at it make sure you're looking at the WCDMA version which has 2GB RAM/8GB ROM.

Works great on Optus, just chuck a 32gb micro SD into it (also available from same site for cheaper than in Aus).
I looked into the Moto G thing but after a few days or reviewing 'Chinadroids' I took the plunge.
