Try cheaptickets.com. they constantly have 20% sales on most hotels, and mch lower rates than everywhere else after that. Only catch is they are in USD, well this is when 28 degree mastercard comes in handy :)
I just had a look at cheaptickets.com. The price they show when you search for the hotels is exclusing of taxes and fees, so, I'm not sure if this is the case everywhere, but I'm searching hotels in Tokyo, and once the 20% off is deducted and the taxes and fees are added, I end up back at around the price you see when you search (i.e. the 20% off only offsets the hidden taxes and fees). In the end, I can usually find better rates without any coupon codes on other hotel booking sites (via hotelscombined.com).
