You can grab them now using iTunes on your computer, but you'll need an iPad to use the apps. I did this for a year before I bought an iPad - so when I did buy one I already had lots of apps.

Protip: I learnt how to Develop for iOS via iTunes, for free.
iTunes U (short for iTunes University) has the whole curriculum of Stanford's 101 iOS development.
Get yourself OSX and xCode and follow along with the iTunes U videos, you'll be making apps like a champ in a month.
All for free!.
(When you want to publish, you'll need to pay Apple $99 annually).Also, be realistic. There isn't any tool that will completely remove programming - get ready to do some bare bones programming with xCode; especially if you want to make a decent, robust application.
