ASUS Zenfone 5 and 6 is now available to pre-order. Certainly doesn't look very budget at first glance.

Taiwanese consumers are also complaining on the ASUS facebook page stating that the RRP price was much higher than previously advertised.

Price in Taiwan, picture also shows some spec revisions on 5 inch model — there is a 2GB RAM variant on the 16G and 32G versions.
Taiwanese customers are not really complaining about the price being higher than advertised, they are complaining that the Chinese customers get 2GB RAM on the zenfone 5 and cheaper than the Taiwanese variant, so Asus decided to give the same specs on both variants yesterday - also lower the price of the Taiwanese variant a bit.
So just like you said now Zenfone 5 has 3 different variants in Taiwan:
1G/8G $3990 (~$150)
2G/16G $4990 (~$180)
2G/32G $5990 (~$220)
These are the lowered prices announced yesterday.
