      I'm not an IP lawyer but no it's not. or at least not clearly. It's more a question trademark violations. Trademarks are specifically around the names of shows or characters not their images (which is copyright and another matter).
      
      A lot of these shirts tend to get around copyright and trademark laws by not using images or trademarked terms.
      
      For example, one shirt I have is a sporting team styled shirt with the words 'exterminators'. It's clearly a Dr Who shirt, but it doesn't use any copyrighted or trademarked terms.
