It was eBay Australia subsidizing the deal, so they certainly have deep enough pockets to throw money at more promotions like this. ;)
eBay's goal is no doubt to build interest in their new "Sunday Deals" during the busiest retail period of the year — just going by this thread and eBay AU's Facebook page, plenty of people are going to be keenly watching this Sunday. I wouldn't be surprised if we see some similarly great deal this weekend too, but it may not be on the iPhone 5S again — iPad maybe? :)

Locked to a network probably in HK. Once you put it in a different country, on a different GSM. It can be used on any network.
A lot of UK/US people buy IMEI locked iPhones from Australia because of this reason.
