I wouldn't call it small, I think the big lens might lack stabilisation and at times require a tripod, some expert will no doubt be along to clear that up though. EFS-stabilized EF not?
Nope. EFS cannot be used on full frame DSLR, EF can be used on anything.
It is incredibly cheap even the lens are not IS but for 75-300 it really need IS.
Pretty amazing price. You will hardly ever use the long lens, and the short lens is a bit short. The price shows how cheap the lenses are. Good intro to photography. Can't go wrong. Note on a crop camera 300mm equivalent is 450mm and hand held you need to be on 1/500 seconds etc, tripod, etc.

Just how much of a difference does IS make? I'm thinking about buying this. I'm going on a trip early next year and I am currently on the lookout for a good quality DSLR. Worth holdingout?
I've been looking for a decent SLR as well. Was interested in this, but from some quick googling, seems like it's a pretty poor camera. Perhaps do what I plan to and wait till Christmas time and pick up a Nikon D3100 or Canon 700D (which if you get a decent deal on, the $150 cashback would make it a steal).
The Cnet review was pretty kind towards it, hardware seems good just build quality is average. The lowest 700D with lenses on OZB is $747, I'd probably need another $100-200 less before I could afford it.
Image Stabilization can often make the difference between a useable photo and a blurry one when shooting indoors/lower light. This is a very good deal but it's still Canon's cheapest SLR so there's better out there is you can afford it. Or look at the mirrorless cameras that have similar size sensors but easier to travel with
Pretty sure the 18 - 55mm has IS but the 75 - 300mm doesn't. Obviously the other way around would be preferable, but you cant expect too much for $399
Nope. Pretty sure it has NO IS. The picture in Target site is a giveaway. EF-S 18-55mm III.
