multiple accounts is against their t&cs. i wonder if closing and then re-opening an account would work.

I got the same message, but have only ever ordered once.
I had wondered how this might work before. I think that if I were writing the code for this, I'd use the delivery address as the uniqueifying factor that can't be duplicated (at least for limited promotions) & put "limit of 5 free deliveries per address" in the T&Cs. If I were trying to game such a system, I'd use a slight variation on te address each time, a variation that would fool the system but still be locatable for a delivery person.
I only have one account with Woolies & haven't done anything I would mind appearing on the front page of the Daily Telegraph! :) … but I am curious:
I have an address which I think lends itself a minimum of 8-16 ways of writing it (and that's without abbreviating "Street") which should be easily findable by a delivery person. I haven't tried to exploit this but I wonder how many variations the computer might accept.
Is the limit per person, per address, or per credit card?
Finally, to give them credit, I must say my experience with Woolies Online has been excellent.
While that sounds good in theory, I can see all sorts of issues arising from people who rent. I could move into a new house and think wow, look Woolies is offering 5 free deliveries, only to find "Sorry, you have already used your 5 free deliveries at this address".
If anything they probably should link it to your credit card. "Sorry, this credit card is already associated with another account". I'll admit though, between the wife and I we have about 6 visa debit cards, so we'd still be able to rangle a bunch of orders ;)

I have used the home delivery option before and have found that half the veggies were rotten and milk and yogurt 1-2 days from expiry

you should have immediately reported that to the store then. You have a reasonable expectation to recieve the same quality via delivery as in store, and Woolies would not want thier reputation of a service they are working hard to build up screwed by stupid stuff like that…
We have had deliveries with no issues, and I know of several businesses (including the Daycare my son goes to) who use it with no issues either.
I must say my - albeit very limited - experience was the very opposite - the most beautiful broccoli I've ever seen (& I don't even usually like the stuff) and great bananas - very good value too as both were already very well priced (about 10 days ago) plus they gave me more than ordered to ensure they weren't underweight etc. … oh and my yoghurt was delicious and more than 4 weeks from the 'best before' date.
You can make a shoppers note and ask for certain things I always ask for 14 day min milk use by date and same with yoghurt and have had no problems :)
Just send them an email, I once received the frozen goods completely thawed, they simply refunded the full amount.

On Friday, I ordered $50-worth of scotch fillet steak for delivery next Thursday (as I already had more than enough of it!) … it was advertised at $13.99kg (http://www.ozbargain.com.au/node/122246). It was available at the time I ordered it (and for some hours after that) even though others - with one reported exception - were unable to access it. It's no longer available and I am wondering if Woolies could just refund the money because they don't want to sell it at the advertised price? Surely, having accepted the order, they have to/should honour the price? Its not as though they will be able to say that Woolies have no scotch fillet steak.
Or am I being greedy? ;)
The order I received had the most big and beautiful apples I have ever seen (never saw it in the store) although one was not good inside. Everything was better quality than I wuld find in the Neutral Bay store which is usually very good. It was my first online order and will use again. Had the $10 off too which made it so worthwhile for all my Coke!!
