      Seems to be for everyone.
      Link under 'Settings' tab takes you to the paid licence. Just search the Play store for the free XDA-dev licence and install that one instead.

      They do different things. 3g watchdog is a data usage meter (warns you when you reach specified quota) while this is more like a diagnosis tool for well, power users.

      • like tcp dump for Android.
