    If you don't have a US address, it's $36 at intkeys.com — no US address (or VPN for Steam activation) required.

      amazon key for bioshock did not require vpn for steam activation either.

      It's simply to put in any US address and use it. Amazon don't check to see if you live there for digital downloads..

    Yep it is, on Amazon it will usually have this under the title of the game listed as "DRM: Steam" and/or in the requirements as something along the lines of "Requires Steam Client to activate."
