Hi
I am looking to get a dirt cheap laptop for a cousin. Preferably less than $350 and with a 14" or bigger screen. I have seen a model with a Celeron B850 processor. Is this any good? This is for everyday computing like Word and net browsing. There is a HP i3 model listed on the Dick Smith website but can't seem to find a store which has it.
Any advice and suggestions are much welcome.

Nice. If you want to improve it later consider going to 4GB of RAM or buying an SSD.

Pretty much any CPU is just fine for modern web/word processing. Getting 4G of memory is nice, but not essential. Really it is more about the screen/keyboard/weight.
i3 is very good, but if it will cost you more you are better off buying an SSD to put in that laptop, this will make much more difference.
