Shaver - Are 3 heads better than 1?

This is going to sound like a dumb question but I've never used one before, so:

I bought a Philips Norelco 6940 Reflex Action Men's Shaving System from Amazon US- the deal was posted here.

I plug it in and only the bottom one of the 3 heads is spinning. Does that mean it's faulty?

If it is a dud, what do I do with it? It's not worth it if I have to pay for return postage.

amazon is usually very good, and they'll probably just send you a replacement without asking for the faulty one back.

Thanks for the advice. Amazon were great. They are sending me another one. Hopefully it will work.
