My guess is that he works for a company that builds computers, and he decided to get AMD Cards. He probably got tons of those codes and is selling them on eBay. Promo info here

*** note that this is for the game alone, so far I cant get industrial revolution mini game without 16 digit code, which the seller did not send out. Can anyone confirm that there is no access to Industrial revolution minigame, it might reinforce the comment about the seller selling these copies as free AMD keys.
As for the preorder bonuses in-game, no idea.
He's talking about getting X:COM etc. if you apply the key to steam before it's released, @Aznsniper, I'm not sure, I wouldn't think so, as to the the bonus games etc. I think the Industrial Revolution thing is just applied to pre-order is it not?

if you try to link your steam to this site, it will identify that the game was not preordered through steam and so will ask you for a 16 digit key from other sellers (e.g. Greenmangaming, gamestop etc)
If that is the case this sellers ebay product description is a little misleading in that theyve listed the preorder bonuses, where there is none :P

Have you tried though? It might say it, could be a typo. He advertises, I don't know why he wouldn't send it with it.
sent him an email, tried the 15 digit game code and received error "The code that you have entered is invalid."
Alright, good luck! It should be fine, he's advertised it, but even then, for $29, can't go wrong! They'll probably have it as DLC for like $5 or something anyways.

Nope, not expired, still working for me. Total at the bottom comes up as 29.99 pounds.
When I ordered it said the full price for the bonus game initially, but if I scrolled down to the very bottom it said something like personal discount applied for the cost of the 2nd game. From what theguyrules said above it seems as if that might still be the case.
It's definitely over now though, as it's been released in the UK.
