    This doesn't seem much different to a Russian CD key selling site, which Steam prohibits (due to 'bypassing regional pricing') and threaten to ban (and have banned) accounts for.

      I'm pretty sure that steam only prohibits using VPNs in order to get around pricing, not purchasing from an overseas site like normally.
