    Here:

    Web site Lottery
    If a lottery is conducted via a web site a permit is not required unless:

    • the web site is hosted in the ACT, or
    • the web site is not hosted in the ACT but the lottery is being advertised in the ACT in addition to the advertising on the web site.

    It also has definition of "advertising" of lottery on the page, but it's ambiguous whether "shown publicly on a website" is considered "being advertised in the ACT". Anyway, complicated and inconsistent across the state the law is…

      Yeah.. Australia needs to change their silly regulations, seriously. Giveaway == gambling?? I agree, as long as participants have to pay for joining. But if not?

  Advertising on the website counts as advertising of the promotion. Putting the announcement on here, twitter, etc. also counts as advertising the promotion.
