I stay in the top floor of a oldish apartment and I am thinking of installing insulation batts to cool the apartment in summer and retain heat during winter. any ideas on the cost of this ?

thanks for that, i do have access to the roof cavity but i have little knowledge on DIY home improvements and I worry i will create an accident or punch a hole in my ceiling ! hoo hhoo.
It's a dirty, sweaty, unpleasant job, so I did it myself like a true ozbargainer.
It doesn't require any particular skills or smarts, just placing the batts in place.

Brilliant. Justifying an expensive, milked rort, reckless loss of lives by the government, as success because it's free/cheaper to the taxpayer. That pink batt scheme administration is a blot on Mr Rudd and those responsible .
Don't go for anything less than a 3.5 or preferably a 4 r value, or they're just not going to do the job satisfactorily

Any downlight covers to be considered?
There are some cheap garbage batts on the market so beware. Some make you very itchy.
Good batts are worth every cent.
Thanks to Mr Rudd's spending to insulate 1 million properties, there is a fair bit of insulation material regularly going cheap on ebay (like $10 per 8m2 batts). If you can get access to the roof cavity (do you have a man hole?) you could do it yourself for under $150. I reckon it would pay for itself the first winter.
If you need to get somebody in to do it, figure about $50 per 8m2 pack for materials and 3 or 4 hours labour - maybe $800 all up if you shop around?
FWIW, I reckon the pink batts was one of the best programs of economic stimulus going. It resulted in a huge number of properties being insulated, especially lots of rental properties that would have never seen a landlord or tenant fork out their own money, even though it gets such a good return on investment.
Only stupid political fighting tarred it as a failure due to a tiny number (of admittedly serious) accidents.
