Build me at $600-$800 performance PC, please

Hi, first of all, I am a computer noob.

Not really, things update very rapidly and I just couldn't keep up so I need a helping hand.

I'd like to ask for an everyday performance build pc for approximately $600-$800 (the lower the better, aslong as it is bang for its buck). But if its worth breaking the budget, please go ahead and suggest so as I will probably keeping this computer for some time (I buy one every 7 years). Yes this computer is 7 years old but its been really good, it just seems like its dying now. It cost me $2.5k though..

Anyways,

I'd mainly like to have
2tb hard drive 7200 along with an SSD.
i5 or core i7 if its worth it.
Near-instant start is my main priority along with fast transfer. I do sometimes use photoshop.
Low noise/cool system most preferably.
Any good case (sleek looking wouldn't hurt)
Any DVD reader/burner.
USB 3.0 is a must!!!

I will need pretty much everything BUT the monitor.

I mainly use my computer everyday just to download a few files, use the internet and play dota every now and then. I do not play hard core gaming games, because I don't know how too and I will most likely suck.

P.S If you know places where I can get things for cheap, just post me a link. I will mostly likely get all my parts from MSY (unless you guys know better elsewhere).

    i5 or core i7 if its worth it.

    i7 is almost never worth it. Otherwise your like seems fine.

    • This would fit the bill perfectly. I've basically upped the storage from 500G to 1TB and added an SSD.

    Why not just add an ssd to the system you use now?

    It will feel like a new computer. If it's still not good enough for you go ahead and buy the rest of the parts. No money lost.

    edit: depends if your current pc has sata ports?
