Not really, because everyone gets the 50% ticket price. 25 people get the free ticket.

I agree. It's not just a competition, everyone will get 50% off if you enter.
Might be better to rephrase the title as "50% off tickets to Home Show in your state (plus a chance to win one of 25 double passes)" to emphasise the discount rather than the competition.

Change your title to indicate primarily its 50% off if you do the survey + the chance to win free tix.
That might avoid the hate…
