This is hardly a fashion statement.So I am guessing some people would buy this for the same reason they might wear a $4.00 safety vest over a jacket they already own.

Like the black one for hiking, particularly because it pack's small. Hmmmm I don't really like Kathmandu but.

This is a plastic jacket, that is why it's wind/waterproof.
What you really need is a basic membrane fabric jacket that breaths. Gortex is an expensive one but there are many copies/alternatives these days.
You will steam yourself like a dimsim on long commutes wearing this, better off riding in the rain in my bike snob opinion.
i just use a yellow reflective safety vest which i bought from aldi for $4
