As mentioned above, unlikely, but if you could, you'll probably save ~$20 given that laptops use OEM Windows.

You can (under certain circumstances) get a refund from Microsoft.
It's nearly always pre-installed before packaging so… no, doubt it.
Windows Refund on wikipedia. Some vendors might have refund policy, which might be different from brand to brand. You probably can't get much back though.
You can contact MS yourself to get something back. Its in the terms and conditions (unsure about windows 8)
Most likely not from a retail shop, maybe an online shop, i'd suggest calling them up and asking them.
