samsungs generally have the best picture quality, sony is not too far behind.

The ~$1000 models are a bit out of your budget but i saw them in store and the picture quality was insane!!
Frame rate is not much of a consideration, though pixel response times might be, most are pretty good.
The main difference will by dynamic range and backlight options. I strong suggest inspecting TVs yourself, and put a variety of content on the screen (Dark: Batman, High contrast: speed racer, Speed: sports).
