My son has a USA paypal account and he wants to get the money out but he does not like the current exchange rate. As we are going to the USA in March is there some way he can withdraw the money while we are there?

if he has a us bank account linked to the us bank account just transfer funds to the linked bank, then just take his atm card and withdraw funds at the atm when you are in the usa. or get them to write you a USD check.
Unfortunately with PayPal you just have to bend over and take it. Or just buy something that you like that's is US currency

If you have a relative in the USA you might be able to organise a US Paypal debit card.
Be very careful however, if paypal sniff something amiss, they will lock your funds up for six months. They are a twat of a company.
