  Because normal (non-charging) USB2.0 ports can only deliver 500mA @ 5V. For USB3.0 it's 900mA, still not enough.

i have these exact speakers from dse - cost me $30 ~6 months ago.
I think they rock for the price - i bought them for the headphone out port, where the volume mutes as soon as you plug headphones in, and the speaker volume controls also control the sound to the headphone port.
people say they are cheap sounding, but i dont need much volume for what i used them for (light music and gaming).
recommended purchase.
