Telstra UNO Prepaid $29 phone - is it capable of WiFi Hotspot?

As title says, Coles has the Telstra UNO for $29. I need a phone for Internet sharing but want to spend as little as possible to go into the KOGAN network.

Any suggestions on what phone I can get that is capable of the Internet sharing function…
