I think this will be deemed a pedestrian risk.

owner says their mechanic said it would fail but no reasons given, I don't know if mechanic just wanted to make quick easy money or not
@Sinnerator: If a pedestrian is hit (which is very likely given the history) and instead of bouncing off the vehicle a limb enters that cavity the injuries sustained will be a lot worse. I think it will and should fail.

If you uae a hammer to buff its going to take a lot longer.
Roadworthy means it doesnt have anything affecting the running or operation of the vehicle and doesnt have any sharp protrusions or risk of something falling off. If it doesnt affect the steering or suspension and the tyre/wheel isnt damaged then youre good to go.
I'd add to that, If everything is still relatively well secured and won't fall off then you're good to go.
Agreed with all the above; including the cloudy headlights. Youtube has a lot of 'how to' videos on cleaning those up though - some even suggest toothpaste.
The only other catch - is the alignment of the headlights. They look ok, but if they've been nudged out of place enough to blind drivers coming the other way or so that they don't light the road ahead of you then that'll be a safety issue.

You're front wheels are to turn / steer freely , you should be fine . Of course Vic roads on the other hand , who knows .
some mechanics are really by the book, I took another car in for a rwc last week and there was a very small patch of metal showing thru rubber cover on clutch and brake pedal and FAIL
They need to take photos and document the vehicle in a very thorough way else they risk losing their very lucrative RWC license. All the specific data collected is uploaded to vicroads.

Thats a legit fail. The rubber was worn and a safety hazard if your shoe slips off. Its also an easy repair.
That's a definite fail. And $5 to fix.

They are just scuffs, if no contact and friction between the tyre and arch then it is not relevant to RCW. Just buff of them so that would look like old scuff.
