This depends.
Usually your plug outlets will be on 20A circuits - and so drawing 15A from a single outlet is fine as long as the outlet itself can cope. But you've only left 5A for whatever other outlets are on that same circuit.
But it's not compliant with the standard, so don't do it.The 20A wiring to your 10A outlets is more than enough for a 15A load. If you get the outlet swapped for a 15A outlet, then you're all good.
How you know if your socket is 10a or 15a?

The rationale is that a 10A plug can go into either socket, but a 15A plug can only go into a 15A socket.
If it's unsafe the circuit breaker will trip.

I think if I’m gonna upgrade over the portable charger that was included with my Atto 3 then I’ll get a 7kW and install a 32a socket
What 7kw chargers are considered “reliable” for 32a sockets?
AC chargers don't actually do anything, all the charging circuitry for the car is in the car itself.
The charger is just a breaker, and a simple data line to tell the car not to draw more than ?Kw.
For this reason, they're all generally "reliable" - really the only failure point is the contactors.
