Yes. I'm old school and happily doing my everyday on a homebuilt Intel® Core™ i5-4690 w/16GBRAM running Linux Mint Mate since 2009.
What a great dad of a friend, to help him look for such a specific, high-end, $1200 graphics card.

I'd wait a bit. The high demand right now means no reason to discount, they're selling above RRP. Give it a couple of months to settle down. 9070 seems to have plenty of stock, so playing the waiting game seems worthwhile.
Its suspected nividia is playing the long game and actually withholding gpus right now so in a couple months they will flood the market + with amd also ramping up productions supply should be bigger than demand. as some other suggested, waiting a couple months would be best
