Dulux run this promo every 1-2 years I think
Stores are offered an incentive to buy up on paint direct from supplier(instead of hardware distributors)
For every 2x4L or 10L of paint, the store gets a free 4L tin filled with jelly beans. Then when customer buys same deal, then get the jelly beans the store got.
Dulux paint prices are pretty much the same at all hardware stores, so 2-3kg of jelly beans is a decent deal. And they are generally quality jelly beans.
What I miss about working for Home HW is the left over jelly beans. Sometimes 10+ tins :)

To be honest I am nearing the end of painting the house inside and out and have easily used 50L plus.
