You must have Game Pass and own an Xbox One or Series S/X.
This is a glitch and may end any time.
- Install DRAGON BALL FighterZ for Xbox One even if you have an Xbox Series.
- Launch the game and choose the upgrade for Xbox Series XIS.
- Quit the game, restart your console, consult your "Owned Games" library where you will see the 2 versions.

I assumed you needed a Series S/X, if you don't let me know and I'll edit the description.
Yes, I can select the menu option from Xbox one. And it confirms success in the prompt window. Then I reboot the console, the game is showing in my library.
