I highly doubt it.
I had a look at the Shell fuel finder, but when I enabled the Participates in Viva Energy promotions filter (which covers the fuel discount in this deal), the search results did not include any OTR service stations anywhere across Australia.
For example, I know that the Shell Coles Express in Hope Valley was rebranded to a Shell OTR a couple of months ago, but the Shell fuel finder says that service station currently does not accept any Viva Energy fuel discount offers (and it looks like it does not accept the Coles fuel discount either nor Flybuys nor Coles Group & Myer gift cards nor physical Shell gift cards). The same goes for a number of Shell Coles Express service stations in Sydney recently rebranded to Shell OTR (e.g. Greystanes, Strathfield, Kingsford).
Nope. Not using coles petrol anymore. Even with coupon. Coles are still 20 to 30c more expensive than other petrol station.

What do you mean by “Flybuys”?
If it is the digital Coles fuel voucher stored on a Flybuys account, it will stack with this Budget Direct offer.
If it is a targeted Flybuys discount offer sent to your Flybuys account (20x points per litre or 10c/L off fuel), it depends on the terms and conditions of the offer. When I received one of those offers last year, it said in the small print: This offer cannot be used with any other Viva Energy or Flybuys offers or Coles Supermarket fuel discount docket. This Budget Direct offer is a Viva Energy offer and therefore could not be stacked with that Flybuys offer.
The G’Day Rewards offer is a Viva Energy discount and therefore cannot be stacked with this Budget Direct offer. If you attempt to stack them anyway, the checkout will automatically remove the lowest value offer (which in this case would be the G’Day Rewards offer). If you guys sign up for the road side assistance it will probably cost $76 annually and you are still able to get all these fuel discount and the other perks(gift card) budget Rewards.

And really check the insurance may be cheaper but they don't pay out agreed cost plus excess is huge so you end up under insured

Shell is always so expensive.
Rarely have cheap fuel deals like 7 Eleven with Mobil.
Not really much of a saving if you are paying $300 more for your insurance.
