        You can't stack coupons, so sometimes free delivery offer is better than discount (if it's $6 delivery say). But I wouldn't pay $6 anyway - I would get dashpass or eat something else. But when it all comes together just right, you can get great value food. The pizza shop near my house is $20 pickup for a large, and $0.99 delivery. With various discount offers (happy hour, sponsored discount, etc), I've bought 9x pizzas in the last 2 months, the most expensive being $20.31 total, and the cheapest $18.21. So the average is ~$19.3 for a large pizza delivered with fees, and I've never had a problem with delivery from this store.
