I purchased this electric sit stand desk for my partner and within less than 1 year, can't lift up or down the desk. Not sure whether the issue is with the motor or the controller. I contacted the seller and got an unsatisfied answer saying the product warranty only for 180 days, which not suitable according to Australian law. I didn't ask for a refund but request for a repair, but they won't accept it.

Yes, it is. Warranty and guarantee are NOT the same thing.
Warranty is a voluntary promise from the manufacturer to cover any defects. They can choose how long to offer this and what they deem to be covered (e.g. motor-only, or parts but not labour etc).
Guarantee is a compulsory consumer right to expect certain things when you buy a product or service. Generally there's no set period beyond people's interpretation of "reasonable period".
The distinction absolutely does matter. Companies will fob you off if you claim warranty outside the period terms, you need to specifically claim ACL guarantee.
If it has been more than 3 months of refund promises and nothing received, lodge an ACCC complaint: https://www.accc.gov.au/about-us/contact-us-or-report-an-iss… - They won't investigate individual matterrs but they collect complaints to identify trends and look into specific companies.

I have no idea why people would buy a $1,000 item off a random eBay shop, especially A) knowing it'll be a heavily marked up generic mass produced product and B) it having an electronic component that could fail and may require local warranty/guarantee coverage, but that's another matter…
