From what I can tell, it seems to be a young guy building PC's from his garage and trying to build up his business. There are some posts on social media including photos of this build. I'm guessing the build is parts he's had laying around to build a system.
The specs of the GPU seem pretty low for a 2025 gaming rig.

I do also. The way I get around it is to turn wifi off on my phone and access the site over mobile data. Once you enter your details, you should be able to complete the entry on wifi.
