Cheap phone for Skype calling (with front facing cam)

Merry Christmas Ozbargain

im based overseas but back in merry oz for christmas.

I wanna buy my mate a cheap phone, but one with a front facing camera that can run skype (he and his gf rely on skype because he has visa issues). He will pretty much be just using it for wifi connection (no sim card). His current phone isnt fast enough to run skype.

Any advice? Up to 200?

    Xperia U (129$)—> Prepaid from Telstra

    Both lock to their own networks but It doesn't matter if you use wifi

    If he just on wifi, does he need a phone, what about a nexus 7?
