eBay Purchase: Is a Missing/Wrong Part Deemed a Faulty Item?

I need to return an eBay purchase as it was sent with a wrong/missing part.

Seller says they don't have a spare part to send. Would I describe this as a faulty item when I go through the online forms? I want to make sure all my bases are covered so I won't get hit with a partial refund.

I've never had to get a refund from eBay before.

    Not as described should cover all bases as well.

    If the part is missing then it is not as described, but if the part is wrong and it does not work then it is DOA. DOA and faulty are different to a seller.
