That is a dehumidifier/air purifier, not an air conditioner. The Amazon title is misleading. It won't cool the room.
The GG solution won't work.
I assume you need to vent the portable air conditioner.
Only way that I can think of that might help is if you got a place the sells Perspex and get one size of your window, then a hole cut for the exhaust of the portable air conditioner.
You can use draft seal first to try to get a seal between frame of your window and the Perspex and see if it vents the hot air properly. Kind of like secondary glazing.
Good luck as the wall outside your window which is your neighbour might affect performance of your air conditioner somewhat.
If your window bottom opening can accommodate the portable a/c window kit, this should work ok. Suggest you do a deeper dive into the effect of the negative room pressure and hacks to insulate the exhaust hose.
You can always use the cardboard box it came in to build something.
Contary to the above advice, it will work with some caveats.
The aircon must be a portable unit. Ducting via the window with the window adapter for the hopper window should work.
However all airconditioners will have condensation, and this will need to be drained of this. Regular airconditioners have these running outside where as portable ones tend to sit on the floor, and unless you want to drill thru the wall and put a drain hose thru the wall thats not going to work.
So yes it can work however you may need to empty often depending on humidity where you live and how cold you want it to be and the size of your room.
Good ones evaporate the water by running it over the condenser coil, then it's blown outside in the hot air.
Nah, it won't work because all these portable one will create negative pressure drawing outside hot air into the room. You will only get some respite by standing directly in front of the cold air outlet. As for condensation it will not even an issue, my old unit had drip tray and never even had to empty it out during those time in Melbourne summer.
